  • Chief Executive Officer/Founder

    Mallory’s emergency management experience began in 2011 with the American Red Cross. In this role, she responded to over 300 home fires and other local disasters and completed 12 deployments to large-scale disasters, including several mass casualty incidents, major hurricanes, and floods. As a consultant, Mallory managed dozens of projects, such as after action reviews, mass care plans, business continuity plans, program evaluations, training and exercises, and comprehensive emergency management plans. She has worked with local, state, and federal emergency management organizations and agencies, private businesses, the transportation sector, and nonprofit organizations. Mallory also served as Secretary of the Board of NY VOAD (Voluntary Organizations Active in Disaster), where she assisted in coordinating several disasters, including NY VOAD’s response to the COVID-19 pandemic. She is passionate about improving outcomes for disaster survivors through stakeholder participation and partnerships.

    Mallory holds a B.A. in Political Science and Gender Studies from LeMoyne College, and an M.A. in Emergency Management and Homeland Security from Arizona State University. She is an M.A. Candidate in Global Security & Cybersecurity at Arizona State University.

    Mallory is based in Upstate NY with her partner, Tom, and their rescue dogs, Journey and Bear.

  • Chief Operating Officer / Principal Consultant

    Andy Platt is an emergency manager with over a decade of experience in preparedness planning and disaster response. He began his career in public service as a wildland firefighter with AmeriCorps Cape Cod and the National Park Service before joining Barnstable County, Massachusetts as an Emergency Preparedness Specialist.

    At the county level, Andy led the development and coordination of regional preparedness plans through the Barnstable County Regional Emergency Planning Committee (BCREPC) and managed mass care sheltering operations during frequent coastal storm events. As a member of the Barnstable County Incident Management Team, he served as Planning Section Chief during regional activations, gaining hands-on experience in incident coordination. He was later appointed Deputy Director of Public Safety Training, overseeing the county’s multi-agency training and exercise programs for fire, law enforcement, and emergency management personnel.

    In 2021, Andy entered consulting as a Managing Associate with Hagerty Consulting before co-founding Blue Sky Planning Partners with Mallory Brown. As Chief Operating Officer, he leads operations and project delivery across the firm’s portfolio.

    Most recently, Andy supported the North Carolina Department of Public Health in the aftermath of Tropical Storm Helene. He led the development of the state’s fatality management After-Action Report, supported broader recovery efforts, and contributed to the Division of Public Health’s post-incident improvement planning. His work focused on multi-agency coordination and the integration of public health into emergency response systems.

    Andy holds a B.S. in Chemistry from Boston College and an M.S. in Emergency Management from Massachusetts Maritime Academy. He lives in Massachusetts with his wife, Elizabeth, and their two cats, AJ and Ellie.
