Chief Executive Officer/FounderMallory’s emergency management experience began in 2011 with the American Red Cross. In this role, she responded to over 300 home fires and other local disasters and completed 12 deployments to large-scale disasters, including several mass casualty incidents, major hurricanes, and floods. As a consultant, Mallory managed dozens of projects, such as after action reviews, mass care plans, business continuity plans, program evaluations, training and exercises, and comprehensive emergency management plans. She has worked with local, state, and federal emergency management organizations and agencies, private businesses, the transportation sector, and nonprofit organizations. Mallory also served as Secretary of the Board of NY VOAD (Voluntary Organizations Active in Disaster), where she assisted in coordinating several disasters, including NY VOAD’s response to the COVID-19 pandemic. She is passionate about improving outcomes for disaster survivors through stakeholder participation and partnerships.
Mallory holds a B.A. in Political Science and Gender Studies from LeMoyne College, and an M.A. in Emergency Management and Homeland Security from Arizona State University. She is an M.A. Candidate in Global Security & Cybersecurity at Arizona State University.
Mallory is based in Upstate NY with her partner, Tom, and their rescue dogs, Journey and Bear.

Chief Operating Officer / Principal Consultant
Andrew (Andy) Platt is a consulting partner and emergency management planner with extensive experience leading complex preparedness, response, and recovery projects across the public and nonprofit sectors. He is the Chief Operating Officer, co-founder, and a Principal Consultant of Blue Sky Planning Partners, where he oversees operations, client engagement, and project delivery.
Prior to founding Blue Sky, Andy served as a Managing Associate in the Preparedness Division of Hagerty Consulting, where he led the design and facilitation of Homeland Security Exercise and Evaluation Program (HSEEP)-compliant exercises, authored After-Action Reports (AARs) and Improvement Plans (IPs), and supported Continuity of Operations (COOP) planning for municipalities and state agencies. His consulting work spans emergency management, public health, higher education, and disaster recovery. He has led or supported projects in New York, California, North Carolina, Delaware, Maryland, and beyond.
At Blue Sky, Andy leads multi-stakeholder planning initiatives, exercise series, and organizational improvement efforts. His recent projects include a multi-part exercise series for Onondaga County, New York; the development of a disaster readiness toolkit for Vital Voices Global Partnership; and facilitation of post-incident improvement planning for public health agencies. He specializes in helping clients translate complex risks and operational challenges into practical, user-centered plans and training programs.
In 2025, Andy supported the North Carolina Division of Public Health through a role with the CDC Foundation, contributing to the state’s recovery operations following Tropical Storm Helene. He led the development of the state’s Fatality Management After-Action Report, supported broader improvement planning efforts, and worked closely with public health and emergency management stakeholders to strengthen multi-agency coordination and system integration.
Andy previously served in local government as an emergency preparedness specialist and later as Deputy Director of Public Safety Training for Barnstable County, Massachusetts. He brings a decade of experience in public service and consulting, with a deep focus on stakeholder engagement, operational planning, and continuous improvement.
He holds an M.S. in Emergency Management from Massachusetts Maritime Academy and a B.S. in Chemistry from Boston College. He lives in Dennis Port, Massachusetts with his wife Liz and his cats Ellie and AJ.
